Public and Staff Safety

The size and layout of a jail can affect how inmates are supervised, transported, and moved throughout the facility. When the jail cannot appropriately house inmates locally, staff may be needed to transport inmates to and from other counties. These trips require staff time that would otherwise be available for patrol and other law enforcement responsibilities within Wapello County.

Transporting inmates between facilities and to court also creates additional opportunities for safety or security incidents involving inmates, staff, and the public.

Inmate and Facility Safety

Available space and the jail’s design can affect the ability to safely separate, supervise, and manage inmates with different classification, behavioral, medical, or mental health needs. The jail’s aging security system is designed to provide monitoring, surveillance, and electronic door security - functions related to inmate and staff safety. As the system ages, maintaining equipment and replacing older components can become more challenging.

Safety considerations associated with the current facility include:

  • Booking and inmate movement: The booking area also serves as a major route through the jail. This can result in jail staff and inmates crossing paths while inmates are being moved, creating additional security and safety concerns.

  • Specialized cells: A limited number of padded cells can make it more difficult to safely manage individuals who are disruptive or in distress, potentially increasing the risk of injury to inmates and staff.

  • Crowding and separation: Limited space can make it more difficult to appropriately separate inmates based on classification and behavior. Increased interaction between inmates who should be separated may increase the potential for conflicts.

  • Security systems: Aging surveillance system may affect the ability of staff to monitor the facility, control access, detect security concerns, and respond to incidents.
